I support prison and probation services in developing evidence-based digital strategies, grounded in global digital-maturity research and more than 25 years of international experience in corrections. I support correctional jurisdictions in analysing their digital readiness and defining what digital rehabilitation can realistically deliver in their specific legal, operational, and cultural context. Based on this, I help design coherent programmes for digital service delivery to people in custody, covering areas such as education, reintegration, family contact, health, employment preparation, and probation interaction.

Responsible digital transformation requires strong architecture, governance, and ethical foundations. Using a holistic SOIT-based enterprise architecture, I help prison and probation services align policy, organisation, information, and technology — supporting policy change, cultural change, and change management.
All work is grounded in international standards and human-rights frameworks, including the Nelson Mandela Rules, the Bangkok Rules, and the European Prison Rules, ensuring secure, accountable, and future-proof digital ecosystems.

Technology Design

Technology design in corrections starts with needs, objectives, and constraints — not with tools. I help prison and probation services analyse their context and co-create clear organisational, functional, and technical requirements, shaping solutions that truly fit their operations. This includes designing modern offender management systems, selecting appropriate operational and security technologies, and defining digital environments that support all stakeholders — from management and frontline staff to external service providers.
